　　受害人之一刘薇(化名)自称是神木县一家商务宾馆的会计，2011年5月初，她与朋友一起吃饭时结识刘旭明，“他说他在内蒙古阿拉善左旗买了一个大型露天煤矿，叫石砣山煤矿，花了11个亿，说我们可以一起入股，以后分红”。刘薇打听了解到，刘旭明为人挺阔，在资金上很有实力，在乌海做生意，“我有很多朋友都在里面入了股，刘旭明说神木四大富婆之一刘银娥也入股了。这些大老板们都入了，我也没有多加考虑，筹钱入股”。最终，刘薇和她的8个朋友一起筹了3400万元，其中2000万以刘薇的名义入在刘旭明名下，另外1400万元通过另一个老板入到刘旭明名下。
　　过了一年多，刘薇未等到分红的消息，便打电话问刘旭明，对方总是说部分手续正在办理，再等等。去年入冬，刘薇和多名入股者一同前往“阿拉善左旗12平方公里露天煤矿”查看，发现“一片荒凉，就像野地一样，啥都没有”。此时刘旭明已不接他们的电话，发短信也不回，入股者怀疑被骗。
　　入股者通过有关部门了解到，刘旭明此前出示的经营许可证件复印件均为伪造。去年12月份，刘薇与多名入股者一起到神木县公安局报案，获悉此前已经有人报案。
　　涉案金额逾3.6亿
　　据了解，去年11月22日，神木警方对高炎碔报案一事立案。因找不到刘旭明，警方将其列为网上在逃人员。但去年11月30日，神木县四大富婆之一刘银娥出面将刘旭明取保候审，取消网逃。随后，警方又因在办案时找不到他，于今年2月4日再次将其列为网逃人员。3月13日，刘旭明被警方拘留，4月18日被神木县检察院批捕。
　　此案入股条原件等证据显示，有6名入股者在刘旭明名下入股达3.63亿元，其中一人入股2.2亿元，“占煤矿股份总比例的20%”。
　　6月5日，神木县公安局在当地电视台发布通告，称刘旭明涉嫌集资诈骗案件已进入起诉阶段，“限未报案的受害人务必于2013年6月20日前到神木县公安局专案组报案，逾期视为放弃权利”。

　　据知情人介绍，2012年11月20日，神木县人大主任高崇飞之子高炎碔，曾因向刘旭明投资6000万拿不到分红，向警方报案。

　　高炎碔对记者表示，这6000万元目前仍未收回，并称投资有一部分是向朋友借的，一部分是通过小额贷款获得。
